Louisville's Housing Needs Assessment covered 400-square mile Jefferson County and divided it into 21 housing markets for analysis. It relied on a broad array of public and private stakeholders, a physical housing conditions survey and ample quantitative data analysis. The HNA examined data through the three spheres of health, diversity and equity against the backdrop of the legacy of redlining. A housing affordability gap analysis enumerated rental and purchase price points that were missing from the market. An assessment of resident vulnerability to displacement applied a range of variables to an index that highlighted neighborhoods at the greatest risk of involuntary residential turnover due to development pressures. These analyses, along with market indicators, were used to geographically target strategies for tackling inequality and expanding opportunity across the 21 markets for all residents.
